While SF86 information is PII, Personally Identifiable Information, it doesn’t ‘allow’ an enemy to compromise someone unless they’ve lied or they have some ‘skeleton in their closet’ that’s generally unknown by family or associates. That’s not a large population of the clearance holders. Most all are honest.
The 86 exists to investigate backgrounds and if done correctly makes an individual immune from compromise. If the government knows you stole a car at 16 how can someone blackmail you over it. Poor writing.
The concern should be who configured the server? Was the individual paid to leave the server access unsecured by password. That needs a through investigation by federal law enforcement.
