5 years ago this guy would have been at the very least escorted out of the business by the cops, with the threat of indecent exposure. 10 - 15 years ago this would have been considered a sexual assault of the women he exposed himself to in the locker room.

The person in question is deliberately being perverse. There are other places he can pee, but that won’t satisfy his need to be a trouble-maker and draw attention to himself. He must have been dropped on his head as an infant.
